After hour of research, trial and error we finally found the solution.
After doing a "tell traveler stat show" on the console. It showed that 6 out of the 9 devices were registered for TCP Notifications and 3 for HTTP Notifications. The device documents in the LotusTraveler.nsf all stated that Auto Sync Type is HTTP. So the 3 devices registered for HTTP Notifications works the other 6 don't.
After changing the following settings on the device Lotus Notes Traveler now works. Note: this seems to be a setting on 3 Mobile Phones as Vodaphone HTC Desires don't have this setting.
Select Menu from the Home Page
Select Settings
Select Wireless & networks
Select Mobile networks
Select Data roamimg
Select Automatic
Go to Lotus Notes Traveler and sync.
Once this is complete you can change the data roaming setting back if you wish and it will still work.
From the Domino Console enter "tell traveler stat show" and now all devices are registered for HTTP notifications.
